I will answer my own question in case anyone runs into the same problem.  
Use the SET "Elk Controller" Command and the words and phases are there. 
Where I was having trouble was, I was looking at the ISY Console and I would see Elk Controller and lots of things listed below it starting with Counter1... but I didn't realize if I click on the Elk Controller it would pop up with things I could use/see/program.  The same thing was true for when I was looking for armed state.  I didn't realize I needed to simply click on the area and then it would show me what the status was.  I was only seeing what was listed below it.  I bet I am not the first person to run into this problem.  Hope this helps someone else.  I wasted a couple of hours on it.
