I went back and looked at the Dashboard and found the solution to my issue. I've never been a fan of the Dashboard and when I looked at it after upgrading the firmware it looked the same as before, so I just dismissed it and went back to using the Admin Console. Sure enough, there's a system setting to enable/disable Flex Your Power that is also linked to the Amazon AWS server. I disabled it, refreshed everything and, like magic my ISY is no longer contacting the Amazon AWS server. I have no idea why this would only be implemented on the Dashboard and not the Admin Console.
