JTome's post in Insteon linking running continuously over 12 hours was marked as the answerThe following instructions and explanation came from Michael Kohanim and resolved the issue I described above. I hope this helps others that may encounter this state in the future.
1. Unplug the PLM, wait 1 minute, plug it back in.
2. Reboot eisy (press/hold power button so it turns red; click again so it turns back to blue)
The issue is that the PLM was stuck in linking mode. Rebooting the PLM fixed that issue. Rebooting eisy made sure that there are no remnants of PLM communications causing future issues.
