As close-out, this was resolved by re-imaging my SD card. I am now fully upgraded. Thanks for the help!

I tried right click and save as zip, as well as right click and save as 123.xxx. Both had the same result. When doing the upgrade it fails at different parts .. sometimes 2%, 15%, and I event got to 55% once. So I do not think it is related to the file extension. I also tried to apply 2.8.16, but that failed. I think I upgraded to Windows 7 on all my machines since I last upgraded the ISY. Is there something specific about Win 7 ... some service I should stop?

I have tried everything on the forums when trying to upgrade to 3.1.17: AV off Firewall off same switch PC harddrive is SSD cleared cache + cookies cleared java certs file save with xxx extension instead of zip on the ISY99i... removed all devices, disabled all programs have tried to upgrade about 50 times. Any other advice?
