    @Techmantried your suggestion, and although it didn't work it helped lead to the solution.
    I swapped out an on/off switch and linked it to the system, then restored.  that worked.
    So following techmans advice for the remaining devices I factory rested, (here's the added step) linked them like a new device and picked the middle option to delete all links, then restored device.
    Everything is working as it should.
