I don't know the answer to any of your questions.

 

Keep in mind the 2413 is powering an RF transmitter and receiver which the 2412 did not. Trying to power an external device such as the ISY along with the additional load to power RF might overload the 2413 power supply.

I have not looked into the latest hardware 2413S so the latest daughter card maybe different now.

There was a place to solder in a lead wire mounted micro fuse to the serial daughter card.

 

I would also say do not try it.

As LeeG said it may not have enough extra power to run the ISY994i. That now comes with a 1 amp power supply.

 

When the daughter card was in the 2412S. It had a real power transformer in it to isolate the power connections from the 120 volts AC. The external unregulated output was fused at 400 Ma.

 

The 2413S uses a power line driven switching supply and I am not sure how well the AC line is isolated from the DC side of the supply.
