Notification of who disabled the alarm system

I am interested in writing a program what would send an email with the following information:

1)Alarm Disabled

2)When

3)By whom (i.e. the name of the user the passcode is associated with)

 

Any suggestions?

Give different access codes to each user in ELK and then write programs in ELK that open a phantom output when the system is disarmed and the last user is X.  Then in ISY write a program that if that elk output is on to send a notification to an email and you can insert variable for the time.  Let me know if this doesn't make sense.  This is how I have it set up to know when home sitters are entering or leaving my house when I am gone.
