ISY to modules communication problems

I have been running an ISY 994i/IR PRO for some time with no problems until recently.  Two lamp controllers, and 3 light switches have stopped working.  I've rebooted the system and re-synched the lamp modules but no luck.  The 3 light switch modules don't even respond to re-synching.  Any ideas about what may be wrong, like maybe the PLM is bad?  I hate to have to start a trial and error replacement of the problem modules.

Are some of the installed Insteon working?

 

If so are they all on the same 120v leg?

 

Might have lost phase coupling either because an Access Point (Range Extender) has failed for perhaps as simple as being unplugged or moved to a different socket that does not provide coupling.

Other insteon modules are working.  Some devices are on one 120V circuit and some on the other.  I checked the range extender access points and re-coupled them and appear to be working.  It could be the range extenders are the problem.  Any way to test that other than buying new ones?  Thanks for your help.

Tap the Set button 4 times on one Range Extender.   Look at the LED on the other Range Extender.   The LED on the second Range Extender should be blinking and the LED should be Green.
