Scene to turn off/on IOLinc Relay?

I have two IOLinc Relays in a scene and when I turn on the scene relays are turned on but when I turn off the scene the relays are not released?  Is this typical?  Am I missing something?

No, not normal.   Perhaps what the relays are turning On or a comm problem.   Try a Direct On and Direct Off to each relay with the event viewer running at LEVEL 3.   Look at the Hops Left=x count.  Trace a few On and Off Direct  commands to see if Hops Left count varies.
