Way to Automatically Re-initialize Network?

Question: PLM failed and after buying a new one, none of my old scenes work. New ones created with the new PLM work as expected. Is there a way I can reinitialize my network so that all my old scenes work again? I could rebuild them all manually, but there's a ton and I would have to update all my programs that reference them. I've tried "restore PLM" and "restore devices" and neither fix the problem.

Setup: isy99i with 2413S PLM

Details: Initially I noticed my daily programs weren't running. Logged into admin panel and could see the statuses of lights, could turn them on and off, but could not invoke scenes. Noticed that the green light on my PLM was not on. Power cycling PLM didn't help. Scene test in admin panel said FAILED. Then problem got worse where I couldn't see any light statuses nor could I control them anymore. Tried restoring PLM and it said failed. Figured the PLM needed replacing so I bought a new unit and restored it. Network works fine now and I can control everything as I could before, but I still can't invoke any of my old scenes. New scenes that I create now will work, however.

Be sure to power up the modem ad wait a minute or two before powering up the ISY. BTW, did you make a backup first?
