Hang on, what's the distance between your home and the dock?

 

Z Wave network can be extended for about 100' if you put repeating devices along the path, for example GE Z Wave Outdoor Outlets. Have one outlet at the dock and the other one on the house wall to begin with - they should be able to extend the network for you. If not - put another one in the middle.

 

Just note that z wave locks have to see the primary controller directly for the initial pairing.
