Strange behavior from INSTEON 2635-222 ON/OFF Module

I have a 2635-222 module as a responder in a scene. The controller is a 2477S switch about 15' away.  When I turn on the scene, the 2635 does not turn on.  The 2477S flashes red, presumably to indicate it can not contact the 2635?

However, if I hit "on" a second time right away on the 2477S, it turns on the 2635 instantly, every time.

If it really was a communication issue, why does it work every time just hitting ON a second time?  Does the 2477S use a different way of communicating with the second ON hit?

Thanks!

Click on the Red 2477S Controller entry.  What is the Responder On Level and Responder Ramp Rate for the 2635-222?

The difference could be a single press is sending an On command where a double click is sending a Fast On.  Could affect requested On Level and Ramp Rate as Fast On ignores link record On Level and Ramp Rate.

On level is 100 and ramp rate is grayed out.

What is the result of a scene test?

That should have worked if that was actually written to the 2635-222.   Do a Show Device Links Table for the 2635-222 and post the results.  Could also change the Responder On Level to 0%, after that is written to device change the On Level back to 100%.

There is a load plugged into the 2635?

Scene Test will show if the PLM link record is correct in the 2635-222.   That will not indicate the state of the 2477S related link record in the 2635.

I think there must be a communication issue, I get a "failed reading device link" when I try to load the link table.  I wonder what the difference in communication methods is between first and second "on" press on the 2477S is.

The ISY has a crude communication test. Select Restore Device. The bottom left will indicate System Busy. If that succeeds, select Write Updates to Device. What is the result?

And, as LeeG indicated, ensuring proper coupling is important.

Restore device gives me a Cannot Communicate.

I had thought both legs were coupled; I had an outlet that didn't get powerline communication until I put a 2635 on it, so I thought it was bridging the legs.

Just connecting a dual-band device is not sufficient to ensure coupling. What is the result of the beacon/4-tap test? It's also possible that something on the same circuit as the problem device is impeding the Insteon signal.

The four tap test was interesting.  The 2477S that is the controller was blinking white, but sometimes red as well.  There is another 2477S (not part of the scene) even further away that just blinks white.

This makes me believe the issue is not the RF range from the controller to the 2635.

The 4-tap test requires observing at least two devices. One is the device where you initiate the test, the one that you tap four times. The blinking on that device is only to ensure that the device is in testing mode. Nothing else can be concluded. The next step is to observe a different dual-band device to determine if the second device 1. can "hear" the first device and 2. is on the opposite leg of the split, single-phase electric supply.

The Owner's Manual for the second device should indicate what to expect. Colors vary as well as blinking or solid LED.

That indicates that the 2635 can communicate with the 2477S. What's the result if you initiate the test from the 2477S?
