PLM having trouble communicating with just one 2466D

I am facing a strange issue. I just got a pair of 2466D. These are not dual band devices. I have 14 dual band devices on first floor evenly distributed across both phases. The 2466Ds are both installed in the basement. The 2466Ds are used to create a 3-way circuit. Only incandescent bulbs are used at this time. After adding both the 2466Ds to ISY and creating a scene, I manually tested and the circuit works fine. I can turn on lights from one end and turn them off from the other end and vice-versa. Dimming works fines from both ends.

 

Now I go into ISY Admin Console and try to turn on just one 2466D which is placed at near end of basement. Although ISY shows that 2466D is ON, the lights do not turn on and LED on the 2466D stays on. I right clicked on the device, diagnostics, read device links table and it works fine. So, I am confused as to what is going on. I have done a factory reset on this 2466D and re-added to ISY but the same issue persists.

 

If I click on the Scene and send ON/OFF signal, both the devices are change status to ON or OFF. The light also respond correctly.

 

If the PLM signal was not reaching this 2466D. how am I able to discover this device and read the links table?

 

Please help to determine if this is a communication issue or the 2466D has a problem.

You might open Event Viewer (Admin Console > Tools > Diagnostics,) set Level to 3, select Clear then issue an on command to the device, wait momentarily then issue off command.  Copy the results to clipboard (you'll see the icon) and paste into a text file.  I then open in Word (because it reads it better) copy and paste back to forum.

The single 2466D being turned On is NOT the load controlling ToggleLinc.   When an Insteon device is turned On/Off with a Direct command only that device responds.  Insteon does not use any Scene definition to propagate the Direct On command to any other device.

 

To have both ToggleLincs turn On/Off together a Scene that contains both ToggleLincs must be used.

My bad. You are right. I checked with other 3-way and 4-way circuits and they also behave the same. Not sure why I got confused. Thanks...!!
