Both should be the same and if not please ensure you clear the Java Cache and download and use the correct Admin Console for the firmware you're using. 2. Hard reset the On-Off Relay module per the full users manual. 3. Once step two is done you can try the Start Linking option. Select the *Start Linking* two whirling arrows in the Admin Console. Next press and hold the set button on the Insteon device until it it beeps and starts flashing the LED. Afterwards select option 1 to delete all existing links and press finish. While you do so set the level 3 error logs to record the actions and provide them here. Link to comment

But, I've found in different installations this method is required which doesn't offer much insight besides that it works. Link to comment

If its a International product it uses a different frequency which isn't compatible with NA products. If your talking about a vendor product say like for Walmart, Best Buys, Costco, these products are the retail product number which is compatible so long as your buying it from NA region. NA is indeed North America - Many *Retail* packages for Best Buys, Walmart, Costco, etc are provided a different product number and it can end in 232 to denote its a retail package.
