"New Scenes" in Alexa .. same as Insteon scenes?

The scenes mentioned have nothing to do with the ISY. The closest is the skill for the Insteon Hub which, until now, did not handle scenes created with the Hub. The ISY portal has been able to control scenes from the beginning.

When I tell Alexa to dim a scene (an ISY scene, not the new Alexa scenes), for example: "Alexa, dim Family Room", it dims the lights contained within that scene a certain percentage.  Do you know if there is a way to change that percentage?  Is that set in the ISY Admin tool?
