On levels (applied locally) changed to zero

I noticed that suddenly when I tell something to turn on via Amazon Alexa, it's functioning like I said off.  If I say 100% it does turn on however.  I noticed that a lot of my devices now show "On Level (Applied Locally)" set to 0.  I changed them to 100 but it only retained that setting for a few.  The others reverted to 0.  I then restored my ISY using my last backup and all seems well.  Does this sound like it could be a failing PLM or something else?

v9e is indeed an older PLM and subject to fail. By older, I mean any PLM more than 2 years old. The back of the PLM has a 4 digit number on a white label. What is that number?
