Can't figure out how to turn on PGM 1 through 4

I can see the status of each on the "DSC Alarm" device but can't figure out how to turn them on like I could with the IT100. What am I doing wrong?

I guess this is going to be an NR using command 020 from the EVL TPI refererence.
