Control 'Inside / Inside RL4 Irrigation On' is switched Fast On

Hi,

I'm working through the irrigation program found here:

I'm interpreting everything easily except the controls for the "manual" section where it has fast on, fast off etc. The part that I am not getting are all the 'control' commands that begin:

 Control 'Inside / Inside RL4 Irrigation On' is switched ...

My drop down box here contains all my insteon devices EXCEPT my E-Z Flora controller which I assume is what you want to see. 

So what does 'Inside / Inside RL4 Irrigation On' detect? There is no description in either source that I can find.

Probably a simple answer, but I need some help on this one.
