Honeywell TH6320 Tstat can't set heat setpoint

Hi, I have a couple of Honeywell TH6320ZW2003 Zwave thermostats that have a bit of a kink.  They work well in my network and I have the ability to change their mode properly.  However, when I try to set the Heat setpoint (I'm not using the Cool functions so I don't know if that's the same), the thermostat always sets to 4.5C no matter what setting I attempt.  I can manually set the temp and it displays properly in the ISY.   I've tried excluding and re-including the device with no success. I'm running ISY v5.0.16A. Attached is device info:
