Weatherbit Cloud Conditions vs Climate Conditions

I am having some difficulty understanding the Cloud Conditions percentage from Weatherbit.  I had assumed that 100% would mean totally overcast and 0% clear, but I have had several clear mornings where Weatherbit showed 100% for Cloud Conditions and Clear Sky for climate conditions.  Can anyone provide any insight on this?

That would be my assumption too, WeatherBit doesn't really provide any addition information:

clouds: Cloud coverage (%).
