Via scene or program? Closet light switches off ONLY when room light switches off

We have a room switch and closet switch: If the room switch and closet switches are both on and the room switch is turned off, we want the closet light to also turn off.

We want no other interplay. 

I did it via program but there is a delay and would prefer to do this via a scene if possible.  Making a scene with the closet light set to 0% does not seem to do the trick. As there is unwanted consequence where if the room is off and the closet is on, turning the room on shuts off the closet

A scene with 0% will not do it, as you are turning the switch Off which will turn any scene off also. A scene with Closet Light On as an output will not work as it would also turn on the closet light with the main room light turn on.

You will have to use a program and no scene(s). What is the problem with a 1 second delay to turn the closet light off? An On delay can definitely be annoying but what is the problem with a slight Off delay due to Insteon comm delays?

Not a problem at all.  Was just curios.  When possible, I prefer to have the devices talk to each other than rely on ISY.

You can do this via a scene however it will not be optimal. Add the switch and closet in a scene with the switch as a controller and closet as a responder. Then set the closet to be off. Anytime the room is turned off the closet will turn off too. You'll be able to turn the room on without turning on the closet. 

The downside to this way is that a double tap will turn on the closet light. Also if the light in the closet is on (someone in there) without the room light being on, it will turn off on them should the room light be turned on

Yes, this is what I experienced using a scene.

To achieve the desired functionality a program will be best.
