Eisy not hearing ZEN74 800LR switch during Include

I'm trying to add a ZOOZ ZEN74 800LR to my existing Z-Wave network. The switch LEDs indicate that the switch is in Inclusion (pairing) mode. But the Universal Device Administrative Console never sees it. The switch is very close to my Eisy.

What Zwave controller are you using?

Have you tried doing a factory reset on the switch, then a zwave switch exclude and include on the eisy
