Can't Get Scene to Work

I have over 50 Insteon devices installed with an ISY. I am no expert, but consider myself to at least know my way around the ISY. I have many scenes set up throughout my house that work fine.

However, I am running into an issue here. I'm sure it has been addressed before, but I can't find anything specifically. I just installed a new Keypad Controlling a load, a new dual-band lamplinc, a new dual-band switchlinc, and an older switchlinc in a room. I have the latest ISY firmware. I have set up different Keypad buttons to control the other switches and that works fine. I also set up a nighttime scene where I want each of the loads to turn on at different on levels, including one at on-level 0. All of my current scenes are all on or all of, but I haven't done any at varying on levels before. I set up the scene in the ISY. When I turn it on from the Admin Console on my computer, it works perfectly. However, when I press the keypad button locally, all of the loads come on at 100%. Its like the links are there, the on level parameters just didn't get written. Am I missing something obvious?

Nevermind.

I was highlighting the scene name and changing the on levels. Once I selected the controller within the scene and changed the levels there, it worked. What are the parameters when the scene name is selected used for?

The Scene name can be used in ISY Programs and the Scene can be turned On/Off with the Admin Console. The Controller is the ISY PLM. As was noted each Controller can establish a unique set of Responder values for On Level and Ramp Rate. The On Level and Ramp Rate values are stored in each Responder keyed to the Controller Insteon address.
