I'm curious what your ISY gitches are. Only saying that as I once decided to just fully reset and reload, resetting the PLM as well. Seemed to resolve my random quirks. Later for other reasons I updated to a Polisy, but not after considering using HA direct with a PLM. While it's possible, the level of integration was a no go for me. HA does have scenes, but that's not the same as an Insteon scene. ISY makes management of Insteon so easy. Should I say "eisy" instead?! 😉 I manage all my scenes and low level automation, like keeping devices synced as well as simple scheduled events. I use HA for higher level automation and integration. That multi layer approach works great for me. I don't have any cloud dependencies. You can always backup your system and try it building an Insteon scene in HA. When you decide that's not the route for you, you just restore the PLM from the ISY. I have no Hub experience so can't speak to that as an option.
