    Well, to answer my own question...  YES that IS a symptom of a failing (or failed) PLM.  I replace it with my spare and all the problems disappeared.  Hope this helps somebody in the future....

    http://IP.OF.THE.ISY/admin.jnlp  works every time for me.  Go figure.  Also, got a response to my ticket.  The problem was apparently server cache and in my case, the launcher is working now.
