Can't create folder

ISY 994i version 4.0.5, java 7.45 with security disabled on Mac.

 

I cannot right click on 'Network' and create a scene or folder. I can Create a scene by going to link management, but can't create folders at all. Ideas? Pre-existing folders are there, I just haven't tried to create a folder in a while.

I can add a subfolder to my existing folders, then if I select that new folder and select 'remove from folder' it goes to the root... Just can't create off the root... odd...
