Question about 3-way behavior

Hi, I have been using Insteon switches for a while, controlled by ISY994. However, I just had the opportunity to install my very first 3-way 2477D setup. The switches behave a bit differently than I am used to, and I am wondering if this is normal behavior:

 

assumptions

Box 1 = Line

Box 2 = Load

ISY scene programmed with both switches as controller/responder, with on-level set to 70%

 

Box 2 behaves like I would expect.

Single tap turns the light on 70%.

Subsequent single tap sets level 100%.

Subsequent single tap sets level back to 70%.

 

Box 1 is different.

Single tap sets level to 70%.

Subsequent single tap does nothing. Only a subsequent double-tap will set level to 100%.

Subsequent single tap sets level back to 70%

 

Is Box 1 behavior normal, or am I doing something wrong?

That is normal operation. Box 2 is directly controlling the load. First tap from Off turns it to the Local On Level. Next tap On goes to 100%, next tap to Local On Level.

 

Box 1 is not directly controlling the load. Turning On this device it goes goes to Local On Level. Next tap On goes to 100% On Level, next tap to Local On Level. No mention about whether this is a Dimmer or a Relay so I assumed a Dimmer. This device has the device in box 2 as a Responder. When an On command is sent to a Responder that device goes to the defined Responder On Level. The next On command goes to the same Responder On Level. As a Responder it always goes to the defined Responder On Level. The Local On Level does not participate. Local On Level controls what the device does when the local paddle/button is pressed. Local On Level has no affect on the Responder On Level information.
