How did the electrician bridge the opposite legs of the split, single-phase electric supply? A 2406H?

Yes, five of them...one on each panel.  According to the electrician, all are primary panels, not sub-panels.

You are correct. Once that's done, there is no longer a need for the beacon/4-tap test.
