Togglelinc (2466sw) Communication Error

I have been trying to add a Togglelinc 2466sw to my ISY.  It sees the device, but I keep receiving a communication error.  I do not know what is causing the issue.  My phases are coupled as far as I know.  I would appreciate any suggestions!

A 2466 is powerline only (no Dual Band RF).    From the trace at times the device fails to respond at all even though when it does respond it shows good comm.    That suggests something on the powerline is intermittently interfering with powerline traffic.

Look for something on that circuit that could be generating noise, CFLs, LEDs, noisy motor or appliance, etc.

Thanks for your help.  I have a Lamplinc module and another 2466sw on the same circuit.  Both appear to be working fine.  Is it possible that they are causing the issue?

 

I have one other question.  I am wondering if the communication issue has something to do with incorrect wiring.  It is just a standard 2-way circuit.  I was expecting to see two 14/2 wires when I opened the box, but they were 14/3.  For the line wire, the red wire was capped off and not used (just hot and neutral were wired).  For the load wire, I connected the red 2466sw to the red wire.  The black wire to the load was wired to the hot, and I followed the same setup.  Now I am thinking that that wire should also be capped and not connected to the hot.  Is it possible that is causing the issue?

 

I am sorry if that is hard to follow, but hopefully, I explained it clearly enough.

It does sound like the old standard switch was switching the load circuit, particularly since the Red wire was capped.  Power to one side of the switch, load on the other.   I would check the fixture the switch is controlling to see is actually on those wires.
