Here is a little feedback on my progress. Smart Home messed up my order so it was a couple of weeks late.

I just setup a test connection without the appliancelinc. Just the damper transformer and IO Linc. The test setup works exactly as I hoped  :-P 

The transformer is connected per the diagram to NO & COM on the IO Linc. When I turn the relay on, the duct closed and off opens the relay.

 

So, I think I am all set!

Just have to do the electrician and duct work.
