Failed to add: Cannot determine Insteon Engine

I am trying to add a Water Leak detector, but I am getting a strange error "Cannot determine Insteon Engine"   Any idea what the problem is?

There is no response from device 32.27.69.   The Leak Sensor must be put into manual linking mode before clicking Ok on New INSTEON Device popup.   Also the Leak Sensor should be near a Dual Band device such as a 2413 PLM.  If in linking mode and near a Dual Band device double check Insteon address.

Thanks so much for the quick reply.  I tried again with the device near the Access Point and after putting the device in linking mode.  This time the error is "Cannot determine Insteon Device Type"

Factory Reset the Leak Sensor and try again with it a little closer to Access Point.   The Leak Sensor is now responding but did not send the full response to ID-REQ command.
