Is portal doing some sort of isy replication?

So I have a repeatable issue that a discovered tonight and I am not sure what would cause it.

If I delete a program from the admin Java console, close the console and start it back up my programs I deleted are back. If I make a change to the program and do the same log out/log in procedure the changes are retained which I would expect. What would cause me to not be able to delete programs? Is the portal somehow retaining a copy of all the settings and programs? I did enable the Alexa connected home beta yesterday, not sure if this problem existed before then or not!

Any ideas?

You have to "Save Changes" after deleting a program...
