zwave dongle issue

I recently installed a new zwave dongle.  The dongle light flashes when it starts up but then goes off.  The boatloader version says 0.00.  Is there something else I need to do?

Ensure that the module is seated well. Remove it and push it in again. Ensure the the module is installed in the bottom slot (closest to the board).

Was in the bottom slot but took out, put back and still having the same issue.  Any other ideas?
