Is there a way to make a webcall from the ISY?

I have the portal and I know it can receive inbound IFTTT calls and rest calls. But how about if I want to send a webcall when a program executes?
I know the old Network plugin would do this, but I thought it was being replaced by the portal which would allow all the same functionality + more.

IS will not parse a response so depending on what you mean by a "webcall" it isn't going to happen. You can send various TCP and UDP protocols but other than recieveing a 200 or 400 style code, no.
