2441TH reading heating while idle - no notification?

I have the following reproducible problem with my 2441TH thermostats.

Under the following conditions the thermostat reports it is heating via insteon queries while it is not actually heating.

First off, 2441TH thermostats are stamped with Revision 1.71 date code 2614, and I am using an ISY 994i PRO running firmware v.5.013 to query/set the thermostat.

Here are the steps to recreate:

1) Set the thermostat to heat mode, auto fan.

2) Set the thermostat to a heat setpoint higher than room temp so it will call for heat.

At this point everything is working as expected, it is calling for heat, it says "heating" on the LCD, and queries via insteon are showing it is heating.

3) WHILE it is calling for heat, reduce the setpoint to lower than room temperature VIA INSTEON.

At this point it stops calling for heat, LCD no longer says "heating", but when queried via insteon the response is still heating.

Some points of note:

It appears that the ISY is not receiving or ignoring both the DOF notification and the CLIHCS notification.

The problem only occurs if the setpoint is reduced by insteon command, adjusting setpoint via buttons on the thermostat does not result in the problem.

The problem only occurs if the setpoint is reduced by insteon AND the thermostat is calling for heat at the time of the command.

Once in this condition, repeated queries via insteon still show heating when it is not actually heating.

The problem condition is cleared once the thermostat cycles through another idle->heating->idle cycle (due to room temperature reducing below the new setpoint, or the setpoint being adjusted upward to cause a heating cycle).

It's unclear if there is simply lost notifications from tstat -> isy or they are dropped or ignored.  the problem seems two fold, once in this condition I am unable to get the isy to update it's state by issuing a query to the tstat or by reading CLIHCS via web commands, etc...

An event capture is attached.  Some notes from it:

Thermostat is 2F.7E.E9.  Timeline:

at 7:58AM, heat is called for, notifications are good:

Sat 12/15/2018 07:58:58 AM : [  2F 7E E9 3]      DON   0
Sat 12/15/2018 07:58:59 AM : [  2F 7E E9 1]   CLIHCS   1 (uom=66 prec=0)

at just prior to 8:00AM, program is run which modifies the heat setpoint:

Sat 12/15/2018 07:59:37 AM : [  2F 7E E9 1]   CLISPH 132 (uom=101 prec=0)
Sat 12/15/2018 07:59:37 AM : [  2F 7E E9 1]   CLISPC 146 (uom=101 prec=0)

the CLISPH modification causes the thermostat to stop calling for heat, but there is no notification from thermostat!

at 9:15AM the tstat again calls for heat:

Sat 12/15/2018 09:15:49 AM : [  2F 7E E9 3]      DON   0
Sat 12/15/2018 09:16:48 AM : [  2F 7E E9 1]       ST 129 (uom=101 prec=0)

at 9:30 the tstat stops calling for heat, this time the notificaiton are ok:

Sat 12/15/2018 09:30:29 AM : [  2F 7E E9 3]      DOF   0
Sat 12/15/2018 09:30:29 AM : [  2F 7E E9 3]       ST   0 (uom=100 prec=0)
Sat 12/15/2018 09:30:29 AM : [  2F 7E E9 1]   CLIHCS   0 (uom=66 prec=0)
