I have google home turning on lights but can the ISY control google home?  For example I say "hey google TV" and my tv turns on through harmony.  I'd like to open my door and have google turn the tv on or announce the news when I open the bedroom door in the morning.  Is this possible?

Yes, with Polyglot and the Harmony nodeserver. But Logitech just broke thing and we are still in the process of getting it working again.

You can do this with the Harmony nodeserver, or just with the Harmony GH integration (which is limted to supporting one hub)

No idea what the Harmony node server is, does it work within the ISY?  You mentioned Polyglot, I received an email from UD about Polyglot and being able to control Ecobee, but requires the beta firmware for ISY.  Is this what your referring to Jimbo?

The Polyglot Cloud was just announced, but Polyglot running on a machine like a raspberry pi has been around for a long time. There's a subforum on here dedicated to it.

Does assistant relay run through ISY?
No it runs on another computer like a raspberry pi and ISY can talk to it.
