Back with a new problem: ISY994 won't boot up.

I had my Insteon set up working well so I decided to move the ISY99 to its permanent home on a shelf a foot away and route the cables out of the way.  That included the power connector which I unplugged for a minute to route it through a hole at the back of the shelf. 

However, since plugging it back in I can't get the software to come back up.  In fact, the OS doesn't appear to be mounting either because I can't telnet into it.  I configged it with a static IP of 192.168.1.207 and I see that IP in my router and that it's marked Inactive.

I have a green light showing at the ethernet connection on the back the ISY99 but the other end is showing a yellow light at the hub.

When the ISY99 boots up the Power, Tx and Rx lights are full on and the Memory light flashes a few times.  Then the Rx, Tx and Memory lights go out and stay out.  Only the Power light remains lit.

My first thought was that I screwed up the static IP setting somehow and the ISY99 installed itself on a dynamic IP.  But I can't find any unknown connections on my router.

Another oddity: while I was typing this message, the router suddenly showed 192.168.1.207 as "Active".  Could there have been an 'fsck' file check process running because I pulled the power plug?  It's academic though because I still can't telnet into it and ISY Launcher still returns "Invalid URL" on that IP address.

Should I attempt a factory reset of the ISY994?

In case I didn't say it before, thanks for all your help to date.
