Can a program enable and disable a device, link an I/O Link?  If so how?

In 4.7.3 firmware there's no option for a program to disable a device, not sure if 5.x.x has the option

Are we talking disable the local control of a lightswitch, for example?

For an I/O link as an example, you can right click on the sensor or relay and disable it.  I wanted to have a program do that but I don't think its possible
