"Cannot determine Insteon Engine" means that ISY cannot read the profile from the remote Insteon device. Try a different location for the PLM or a different location for the device. It sounds like you have noise on your powerlines. Some so-called "surge suppressors" or power bars are signal suckers, avoid them. Garage door openers and some switching walwart power supplies are noise makers. Try an isolated panel breaker circuit for both the devices and try again.
