Switchlinc on level stuck at 65%

I have a SwitchLinc, 2476D, V5.1, 1031 originally installed in 2011.  It moved houses with us a couple years ago and is now the master switch in a 3-way scene.  The scene worked correctly until a few months ago.

Now, no matter what I set the brightness to, it instantly reverts to 65%.  I don't have it programmed to go to 65% in the device settings - the "On level" is 20%.  It's not programmed to go to 65% in any scenes, and I've searched all programs - no programs call for it to go to 65%.

I've tried restoring this device several times.  I've tried restoring it's 3-way companion.

Any troubleshooting suggestions?  Is if possible my switch has gone bad?

Delete the switch from the controller. Once complete hard reset the switch per the full users manual.

Once the hard reset has been completed turn the switch on and see what level the light comes on to.
