Venstar Color touch: ISY to NodeServe to Venstar control oddity

I have a venstar colortouch working with nodeserver and isy.  I can query the venstar via isy/nodeserver.  Works all the time. 

The issue I do have is setting the temperature from the isy. There are the standard up/down isy commands, but the nodeserver/venstar appears not  change the Venstar temp. 

I created a simple python script to verify venstar is responding to query and set/control commands, and it does with no issue; can change temp, etc via a simple python script. 

Any ideas/help  how to resolve the isy control will be great.  RaspPi is running nodeserver????

Also create simple isy portal web post to set Venstar heat and cold setup points; this also works as expected.
