"Network resources are not available" error when selecting A/V button in Echo device list

I've set up the portal and and polyglot server with the harmony node server.  I've added some basic commands to turn on lights and fans that work.  When I hit the A/V button, I get the "Network resources are not available".  I've consulted my son who has this stuff working, but he doesn't know why this is happening.  Help...

This is most likely because you don't have any network resources created  in the admin console.

    Configure browser push notifications
    Chrome (Android)
    1. Tap the lock icon next to the address bar.
    2. Tap Permissions → Notifications.
    3. Adjust your preference.
    Chrome (Desktop)
    1. Click the padlock icon in the address bar.
    2. Select Site settings.
    3. Find Notifications and adjust your preference.
