Motion Sensor 2842-222 never reports Dusk Dawn events if the sensor is "On"?

According to the following am I to understand that "The Dusk-Dawn node will not change while the sensor is ON"? Is this true? So if I have set my motion sensor set to report  "On commands only", then the MS will never become "Off" and I'll never see a Dusk Dawn event?
