Cannot set "On Level" for 2477D dimmer

I just tried to modify the "on level" setting of an Insteon 2477d, v.44 dimmer and nothing happens!

I upgraded the 994i Pro firmware from 5.3.3 to 5.3.4 and there was no change.

I can enter a setting but it doesn't get written to the dimmer.

I removed the dimmer from ISY and did a factory reset of the dimmer... it appeared to write to the dimmer when I scrolled down to 87% but the value stays at 100%.

This used to work without any hassle....

What could I be missing?

THIS IS NOT COVERED WELL ANYWHERE, NOR IS IT INTUITIVE... after you set the dropdown, press the button to the LEFT of the dropdown.  IN this case "On Level"

I'm not sure why its so hard to make this either more intuitive, or add a line of on-screen instruction.

    3. Adjust your preference.
