I'm trying to be able to deliver a momentary  pulse with a Z-Wave switch.  Is this possible?

Zooz has several smart relay's if I understand your question.  

Are you looking for something to trigger momentary switch like an I/O link can trigger a garage door in the Insteon world?  

If yes take a look at the Zooz website at the Smart Relays section.  I have one of their relays.  You can also Google search for advanced settings and the specific model number to find some of the custom settings.  I can verify I was able to set these with my Polisy.
