I just turned on a scene for all lights on then off using UD mobile.  After shutting off all the lights I see that the devices in UD mobile still say they are on.  I check Agave and same thing.

Scenes don't have a status. This is an app feature that may require manual intervention to show your desired status.  See the calculator icon next to scene members when clicking the scene.

I think you misunderstood.  I turned on the all on scene but after shutting off the scene, the individual devices were reading on.

Understood.  Is the same true on the Admin Console?   If it does this may be an insteon communication issue. Does this happen with all scenes? If it doesn't may be line noise on the circuit.  Does PLM power cycle or power fix the issue?  If it does may be PLM is going out.
