Unable to change the on level of a device

I am trying to change the on level from 15% to 7%. Nothing changes after I "write changes". Tried other devices, same result. Firmware is 5.3.4

Any thoughts?

It's NOT intuitive whatsoever...

set the dropdown then push the button that says On Level to the LEFT of the dropdown.

Configure browser push notifications
Chrome (Android)
  1. Tap the lock icon next to the address bar.

  3. Adjust your preference.
Chrome (Desktop)
  1. Click the padlock icon in the address bar.
  2. Select Site settings.
