i have something similar however it only delays programs at startup, after 10 min it will run programs.  There's one program that's allowed to always run, it waits 10 minutes and advances startup unlocking the rest of the programs and running any that need to run at startup.

The automatic provisioning has been disabled this morning for this reason.
