Can Insteon 2486D KPL work without a load?

I have an old Insteon 2486D KPL in an area that recently underwent some renovations. Now my EISY won't connect to it. I noticed the electrician never connected the red load wire, which makes sense as I don't think it was connected before - I can't think of a light the KPL might have controlled directly. However maybe it was connected - can a KPL work without a load? If so, what should I do with the red wire. Just cap it off?

Just cap it Off. Not capped of could be a problem if it accidentally shorted to something else. Is a common practice even some manuals show that fact to just use the module to control other modules.

It is a power line only Insteon Module. If the renovations changed the wiring. You now have a new power line noise maker or signal sucker. That maybe what you are now seeing.

As a test or maybe a fix. Depending on having a plug in Dual Band module. Try plugging in a Dual Band module on the KPL's circuit and see if it then can be accessed.
