So I want to open the garage door when "in-range". I have the old garage door kit from insteon with the sensor. Is there any way that the system can check that the door is already opem (sensor open) and only send the command if it is closed?

Yes, use a disabled program.  Then have UD Mobile trigger "Run IF" on enter.  The program is disabled so it is not triggered automatically when the sensor status changes.

Something like:

If sensor is closed Then open garage door.

 

Note that you may need a larger geofence to prevent false entries exists.
